Bids & Proposals
Missoula County implemented a Purchasing and Contracts Policy in 2008, which has been revised a number of times since. It is the guiding document for all county departments for the procurement of goods, services, and construction projects. In general, published notice is required by statute for purchases in excess of $80,000, and the Missoulian provides such public notice in its Sunday classifieds section. See below for the requests for bids and proposals although it is possible that the Missoulian contains legal ads for Missoula County projects that are not reflected here.
Purchases requiring published notice generally are obtained using the following methods:
Goods – Invitation for Bids (IFB)
In response to a request for a specified quantity and quality of goods, vendors submit sealed bids which are opened and read upon bid closing. The bid is awarded to the lowest responsible and responsive bidder.
Goods or Services – Request for Proposals (RFP)
In response to a particular county need or stated problem, vendors submit proposed solutions to the need or problem. After the deadline for submitting RFPs, proposals are evaluated against stated criteria. The contract is awarded to the vendor whose proposal receives the highest score against such stated criteria, with cost being only one of the criteria.
Services – Request for Qualifications (RFQ)
In response for a need for professional services, vendors submit professional qualifications. The submissions are evaluated against stated criteria, and a contract is awarded to the vendor whose qualifications best meet the criteria stated. An RFQ is used for the procurement of architectural, engineering, and land surveying services in excess of $20,000.

Rodeo Stock RFP 2025
Missoula County seeks a rodeo stock contractor who brings both expertise and vision to the Missoula Stampede. Proposers are encouraged to submit a proposal outlining their approach for producing five (5) nights of PRCA-sanctioned performances, including an opening Xtreme Bulls performance, that achieve the highest possible contestant participation and fan engagement while remaining within a responsible budget. The initial contract term is two (2) years, with an option to renew it for up to five (5) additional years. The contract will begin with the 2026 Missoula Stampede to be held August 4-8, 2026

Missoula County, on behalf of Missoula Public Health (MPH), is seeking proposals for an Electronic Health Record and Billing/Payment Management System (EHR) system that will meet the evolving needs of the Health Services Division, including our Immunization Clinic Services, Home Visiting Services, and Nutrition Services. This EHR must be sufficiently flexible to continue to evolve as programs and system requirements change. The County seeks to implement a system developed and maintained by a company with experience in working with public health programs which are unique from typical hospital/clinical-based programs. The contract period will be March 1, 2026, through February 28, 2031, with the option of extending the contract for up to an additional five (5) years in accordance with § 18-4-313(2)(a), MCA.

Missoula County is seeking to enter into a professional cleaning services contract with a selected firm to perform routine cleaning for seventeen Missoula County buildings. This RFP does not commit the Owner to enter an agreement, to pay expenses incurred in preparing a response to this request, or to procure or contract for supplies, goods, or services. The Owner reserves the right to accept or reject any and all responses received as a result of the RFP, if it is in the Owner’s best interest to do so. Missoula County reserves the right to waive any and all irregularities or informalities, and to determine what constitutes any and all irregularities and informalities. The Owner is looking to engage in a Professional Services Contract with the selected firm once the RFP process is completed. The Owner is looking to have the contract executed by December 31st, 2025 with the contract extending from January 1st, 2026, through December 31st, 2029, with an option of up to a 2-year extension. This project qualifies as a Public Works Contract.

The Missoula County Facilities Department (hereinafter referred to as “the County”) is soliciting bids for a remodel that will include security upgrade and tenant improvement at the Missoula County Courthouse located at 200 West Broadway, Missoula, MT. The County has partnered with A&E Design for this project. This project contains two main scopes of work: First scope of work will focus on security upgrades to the interior entrance of the 1st floor Annex. The Second scope of work will focus on Tenant Improvements to a second floor jury room of the historic portion of the Courthouse to accommodate a new tenant The security upgrades scope of work has an independent set of drawings that is currently in permitting with the City of Missoula. The Tenant Improvement scope of work has an independent set of drawings but was deemed by the Architect to not require a City permit. A more complete description of the supplies and/or services sought is provided in Section 4 of this IFB. Bids submitted in response to this solicitation must comply with the instructions and procedures contained herein.
