Missoula County worked with the Poverello Center to obtain $600,000 in CDBG funding through the State of Montana to partially fund the new veterans’ housing project located at old the Clark Fork Inn at 1010 West Broadway.

The project is currently underway and will include 20 units of transitional housing for 20 veterans experiencing homelessness. The new facility will provide supportive transitional housing with the goal of assisting veterans in obtaining permanent housing. The total cost of the project is $6 million.

The project is supported by additional grant funding, including: The U.S. Veteran’s Administration, City of Missoula Entitlement CDBG, American Rescue Plan Act funding from both the city and the county, Treacy Foundation, M.J. Murdock Charitable Trust, Town Pump Foundation, Otto Bremer Trust and the Federal Home Loan Bank of Des Moines.

Missoula County Homeownership Program

Missoula County has administered the Missoula County Affordable Homeownership Program (MCAHP) since 1992, initially providing first time homeownership loans to over 80 individuals and families. MCAHP was funded through a grant from the Montana Department of Commerce (MDOC) Home Investment Partnerships Program (HOME), a program of the United States Department of Housing and Urban Development (HUD).   

MCAHP funds may be recaptured along with a share of the appreciation of the property if specified and returned to Missoula County when the title changes due to sale of the home, foreclosure, or refinance of the original borrower. If HOME funds are recaptured from a previously assisted property, the resulting funds are referred to as Program Income. This Program Income must be used in compliance with HOME requirements. 

Changes in the housing market have made it difficult to comply with HUD regulations and to maintain the MCAHP program. Missoula County has an extremely limited supply of available housing that is at or below the maximum purchase price. Additionally, MCAHP subsidy is not substantial enough to lower mortgage payment to a sustainable, affordable level for low- to moderate-income individuals.
